1.
General Regulations The World Synchronized Skating Championships 2004
is an Event of the International Skating Union (ISU) and will be conducted in
accordance with the ISU Constitution and General Regulations 2002 and Special
Regulations Synchronized Skating 2002, as well as all pertinent ISU Communications.
Participation in the World Synchronized Skating Championships 2004 is open to
all teams who belong to an ISU Member, Rule 130, paragraph 7) and qualify with
regard to eligibility according to Rule 102, provided the ages fall within the
limits specified in Rule 108, paragraph 3 a) and they meet the participation,
citizenship and residency requirements according to Rule 109, paragraphs 1 and
2 d.Each participating team must consist of twenty (20) skaters and may have up
to a maximum of four (4) alternates listed on the Team Entry Form (Rule 701, paragraph
3 c) and 3e). 2. Technical Data
The
World Synchronized Skating Championships 2004 will take place at the Dom sportova
Arena which is 60 meters in length and 30 meters in width. Official practices
will also take place at the Zagreb Fair Arena, which is also 60 meters in length
and 30 meters in width. Both rinks are indoor, heated artificial
ice rinks. | SHORT
PROGRAM | Duration: 2 minutes and 40 seconds maximum,
but may be less, Rule 704, paragraph 1a.

are listed in ISU Special Regulations Synchronized Skating
2002, Rule 705, paragraphs 1 and 2, Group B. |

SKATING | Duration: 4 minutes, 30 seconds, +/- 10 seconds,
Rule 704, paragraph 2a.

| QUALIFYING
ROUND SYSTEM | If the total number
of entries at the time of the first draw for the starting order is more
than twenty-five (25) teams, the procedure of Rule 769, paragraphs 2 to 6 will
be observed in making the initial draws. |
The
Organizing Committee will announce as soon as possible to each Member, but not
before March 2, 2004, if qualifying rounds are required as determined by the number
of entries.
3. Entries
3.1 Entries
of Teams: In accordance with ISU Special Regulations Synchronized
Skating 2002, Rule 768, paragraph 1, ISU Members must enter teams and their
substitutes by name on the official entry forms. Entries and substitutes must
be sent simultaneously by registered mail or fax to:

Entries
must reach the ISU Vice President Figure Skating, the Organizing Committee and
the ISU Secretariat no later than March 2, 2004 (see Rule 768, paragraph
1). 3.2 Entries of the Official Team Delegation
The names of the Team Leaders, Team Managers, Coaches, the official
Team Service personnel, and Team Medical Personnel must be listed on the ISU Member
Entry Form. Accreditation will be provided to those who are officially
accepted by the Organizing Committee. Please be advised that accreditation
will be given to: - all ISU Office Holders
- Referees
- Assistant
Referees
- Judges
- Official Team Delegation composed of Skaters,
Team Leaders (one per country), Team Managers (1 per Team), Official Coaches (2
per Team), Team Service Personnel (2 per Team), Team Medical Personnel (1 per
Team)
- Federation / Association Representatives (2 per country including
the President).
Accreditation will take place at the Official Hotel
– the Four Points Sheraton – Panorama Hotel between March 30 and April
3, 2004 from 09:00 to 20:00. The names of all requested Team Members must
be listed on the official Entry Form “Composition of Delegation”. All forms must
also be returned by March 2, 2004. 4. Judges
4.1 Nomination of Judges In accordance with Rule
772, ISU Members with entries for the Championships may nominate one (1) Judge
and one (1) substitute Judge, listed as an ISU Referee or Judge on the ISU List
of Referees and Judges for Synchronized Skating 2003/2004. The official Judge’s
Nomination Form must be sent simultaneously by registered mail or fax to: WORLD

Entries
and Nomination of Judges must reach the ISU Vice President Figure Skating, the
Organizing Committee and the ISU Secretariat not later than March 2, 2004
(see Rule 772, paragraph 3). 4.2 Judges Meeting The
Draw for the Panel of Judges will be made at the first Judges' Meeting which will
be held on Thursday, April 1, 2004 at 17:00 h at the Four
Points Sheraton – Panorama Hotel. The Judges' Event Review meeting
will be held on Sunday, April 4, 2004 at 8:30 a.m. at the Four
Points Sheraton – Panorama Hotel. 5. Meals,
Lodging and Travel Expenses
In accordance with
ISU General Regulations 2002, Rule 137, paragraph 15. b) the organizer will provide
and cover the expenses for rooms and meals for the Referee, Assistant Referees
and for one Judge for each Member with entered teams, including any Judges present
but not drawn. The Organizing Committee will take over the above mentioned expenses
beginning with lunch on Wednesday, March 31, 2004 through breakfast on Monday,
April 5, 2004. The official practice will begin on Wednesday, March
31, 2004. Travel expenses will be paid in accordance with ISU General Regulations
2002, Rule 137. Out of pocket expenses for the Referee, the Assistant Referees
and the Judges will be paid in accordance with the ISU Memorandum for Guidance
in Hosting the ISU Synchronized Skating Championships. These expenses will be
provided at the time of accreditation. All extra expenses incurred by any
Official will be the responsibility of that person. Should any Official arrive
at the hotel before or stay after the period described above, their room costs
and expenses will be their responsibility and must be paid upon arrival. 6.
Official Practice
Official Practice for teams will begin
on Wednesday, March 31, 2004. Each participating team will be given a 20
minute period of official practice ice at the Practice Rink at the Zagreb Fair
Arena, followed by a 20 minute period of official practice ice at the Dom sportova
Arena on Wednesday, March 31, 2004, and Thursday, April 1, 2004. Each participating
team will be given a 10 minute period of official practice ice for the Short Program
on Friday, April 2, 2004 and a 12 minute period for the Free Skating on Saturday,
April 3, 2004 on the competition ice surface at the Dom sportova Arena. 7.
Music The music of each Team
must be furnished in excellent quality on magnetic tape, either analogue (conventional)
or DAT (Digital Audio Tape) format, or disk either MD (Mini Disk) or CD (Compact
Disk) format in accordance with Rule 724, paragraph 1. The titles, composers
and orchestras of the music to be used for the Short and Free Skating programs
must be listed for each team on the official Music Information Form and attached
to the official Entry Forms, according to ISU Special Regulation Synchronized
Skating 2002, Rule 768, paragraph 7. In accordance with
Rule 724, paragraph 1, all tapes and cassettes must: - be properly
inserted in their original container
- be clearly identified with the name
of the team
- indicate the type of program (Short Program/Free Skating)
- must show the exact running time of the music (not skating time)
- each
program (Short Program/Free Skating) must be recorded on one track and on a separate
disc or cassette
- a back-up drive or cassette for each program must be
provided
The tapes shall be certified by the team and by the coach,
when submitted at the time of accreditation. If music information is not
complete and tapes or discs not provided, accreditation will not be given.
8.
Arrival of Participants All Referees, Judges, members
of the Official Team Delegation taking part in the World Synchronized Skating
Championships 2004 are requested to inform as soon as possible, but no
later than March 2, 2004, to the Organizing Committee, on the enclosed
forms, the names of the airline, flight numbers, dates and time of arrival in
Zagreb, Croatia.Transportation will be provided between
Zagreb International Airport and the Official Hotel(s) for Teams, ISU Office Holders,
Referees and Judges. Accredited members of the Official Team Delegation (coaches,
team service and medical personnel) will only have transportation provided if
they travel with the team. 9. Accreditation
Accreditation will be provided as per paragraph 3.2. Teams,
Team Members and Guests will be accredited at the official hotel – the Four
Points Sheraton – Panorama Hotel. The time of arrival of the Teams,
Officials and Guests will determine the operating hours for the accreditation.
The period of accreditation at the Four
Points Sheraton – Panorama Hotel is: Tuesday, March
30, 2004 to Saturday, April 3, 2004 from 09:00 to 20:00 For accreditation/ID
purposes, all mentioned persons, except ISU Office Holders, Officials and Guests,
must submit, no later than March 2, 2004, a passport type color
photograph together with the Entry Forms (please print the name on the back of
the photo). The Team Leaders/Managers are requested to bring copies of passports
of all skaters (a team-folder, sorted in alphabetical order) and present all passports
at the time of registration. These will be checked before the Opening Draw. 10.

The room rates per night, including

The
Teams must make all requests for reservations of Official Team Hotel rooms directly
to the Organizing Committee. The request shall include a rooming list. The Official
Team Hotel will not reserve rooms without authorization of the Organizing Committee.
The Organizing Committee will then authorize the Official Team Hotel to reserve
rooms, in accordance with the rooming list for the teams once the request is received.
The Organizing Committee will confirm each request with the designated Team Manager/Team
Leader/Federation. As soon as the Team Manager/Team Leader/Federation receives
notification from the Organizing Committee, Team Manager/Team Leader/Federation
must transfer the advanced deposits for all reservations of 50% directly to the
Official Hotel by February 13, 2004 at the latest. The
Organizing Committee must receive teams’ requests for rooms by February 13,
2004. 11. Team Meal Plan (optional)
An
optional meal plan will be provided. The meals will be served in buffet
style. Please refer to FORM I. All prices are quoted in EURO. Please return this
form no later than February 13, 2004. Please note that the
hotel room rates include a full buffet breakfast. 12. Transportation
During the competition days the organizers will provide free of charge following
ground transportation for all accredited persons: Four

13. Liability
In accordance with Rule 119, the International
Skating Union, Croatian Skating Federation and the Organizing Committee for the
World Synchronized Skating Championships 2004 assumes no responsibility for or
liability with respect to bodily or personal injury or for property loss or damage
incurred by Competitors and Officials in connection with the World Synchronized
Skating Championships 2004. It is the sole responsibility
of each Member participating in ISU Events to provide its own medical and accident
insurance protection. The Organizer will provide emergency
medical services for all Competitors and Officials at the competition
and official practice sites. 14.
Anti-Doping Controls
Anti-Doping tests
will be carried out in accordance with the valid ISU Anti-Doping Code (ISU Communication
No. 1193 or any further update of this Communication). 15.
Title and Medals
The winner will bear
the title: World
Synchronized Skating Champion for 2004 (see ISU Regulations, Rule 133). Synchronized
Skating Championships gold medals will be awarded to the Champion Team and silver
and bronze medals to the second and third placed teams at the end of the
Championships. In accordance with Rule 134, paragraph 3g), a small ISU gold
medal will be awarded to the winner of each event (Short Program and Free Skating))
and small silver and bronze medals to the second and third teams, but no anthem
will be played or flags raised. The small medals for Short Program will be awarded
on the occasion of the Draw for the starting order Free Skating, and the small
medals in Free Skating will be awarded at the beginning of the Closing Party,
on Saturday April 3, 2004. 16. National Anthem The
Organizing Committee asks all Members to bring a copy of their national Anthem
on audio cassette, CD, MD or DAT. 17. Information For
